Does a low pressure steam boiler need a vacumn breaker?

Why?A vacuum breaker will protect a vessel from crushing by atmspheric pressure if a vacuum condition occurs after shut-down. If the steam boiler and all ancillary vessels are designed for a "full" vacuum condition (-15 psig) as well as for any positive pressures - no vacuum relief is needed.
If the boiler was designed for operation at a sub-atmospheric pressure, a vacuum breaker would defeat the purpose.Low pressure steam boilers are designed to operate at pressures not exceeding 50psig. This boilers are usually designed with relief valves and pressure controllers to shutdown the boiler firing when set pressures are exceeded.
Relief valves are also automatic mechanical devices which releases steam when its set pressures are exceeded. Hence, vacuum breakers are unnecessary.
